Murray Park tennis courts

You may or may not be aware, the Murray Park off Nacton Rd, has some disused tennis courts. Unfortunately, due to the structure of the ground beneath, it’s not viable to build new courts on the existing site. The plan is to build new courts on a different area within the park and redevelop the land where to old courts are.
There are currently 2 options on where the courts can be sited. A map can be seen on the link below.

I don't really like either position, the beauty of the old position was it was off in one corner and didn't spoil the prospect across the park itself.  Probably too late now, but back to back along one edge of the park, rather than side by side in the middle would seem a better proposition.

Also, are these going to be controlled / manned?  Or will they go the same way as the ones in Christchurch Park.... loads of people 'holding' the next space for their mates to arrive so you can never get a space if you just turn up?

Could they be used for a dog park like the ones on chantry park? Are they fenced off or not? Just a thought.

The position is not ideal and everyone would prefer them to stay in the current position but this is not an option. The courts have to be orientated the way they are due to the movement of the sun or so I'm told. 
Due to the cost of manning the courts I don't think this will be an option, but we should have blocked booking periods for schools, tennis coaching and competitions. Also the availability of these new courts may ease the problems at christchurch park. 
As far as using the exiting space as a fenced dog walking are, this is definitely an option, but may come down to the cost of the fencing.

Option1 seems preferable as close to current ones and not too close to play area. Like the idea of dog area for old courts. New courts would also be near access to park, near school, and toilets- which definitely need updating.
