Sewer pipe across river mouth.

I can only assume that the regularly exposed pipe that spans the river, just seaward of Alma Bridge, is associated with sewer overflow. Can anyone confirm that?

It has been more noticeable recently as the flood waters flow out to sea and gouge out the mouth of the river. This morning I saw quite a strong flow buffeting the pipe - there will only be so much it can take before it gives way and splits. Another problem for the 'stakeholders' to talk about!
