Shared Ownership

Hi All,
As you all know, government support construction companies about "shared ownership". And the maximum income must be less than 60,000 to be able to get shared ownership in legislation. I have checked the policies of construction companies around Hackney. According to their condition the minimum annual income must be 59,000.
Consequently, to have a "shared ownership" home in Hackney, you need to earn between 59,000-60,000. Do you see a misusing here?

Being in property I have some experience of how these things work. The income wold be joint, almost always a couple buying together, so the purchases are with in limits affordable. I don't think anyone should buy at the moment as the market is too unstable and many people, myself included, think that will be readjustment of some kind.
